MANAGER-CONSTRUCTION (OIL & GAS)

JOB SUMMARY:

Responsible in planning, directing and coordinating phases of works through functional supervisory personnel, assigned activities with various work groups and ensuring maintenance of structures, facilities, and associated systems. Participate in the conceptual development of the project and oversee its organization, scheduling, and implementation.

PRIMARY DUTIES AND RESPONSIBILITIES:

1.       Schedule the project in logical steps and budget time required to meet deadlines.  Ensure that phases of works within the designated areas are well planned, coordinated and full utilization of all available resources in close interaction with other construction groups in directing and supervising site personnel and or subcontractors.

2.       Determine all project requirements and distribute activities among workers.  Leads the construction groups, in close cooperation with the Project Manager, in assembling and controlling the required manpower resources, equipments, materials and tools required to ensure that all work groups are properly guided, with effective resources and perform the expected efficiency and productivity to complete the project.

3.       Inspects work in progress to ensure conformity with the required Quality Assurance/Quality Control specifications and requirements, Industry Codes, Saudi Aramco Standards and Procedures, and provide guidance based on technical aspects of work to resolve problems encountered. 

4.       Study, review and inspect every works in progress to monitor and maintain compliance with all Safety regulations, standards and client’ specifications.

5.       Advises Project Manager in determining and procurement of tools/materials to be delivered at certain period to cope with the schedule and planned workloads, including request for necessary equipment and or machine to carry out priority works.

6.       Interact with other construction areas and Superintendent, discusses and reviews with Project Manager the project Key Performance Indicators to determine accurate status of the project, making tactical decisions for additional resources, and necessary supervisor staff’s assignments to sustain target progress.

7.       Review reports from supervisory staffs and endorse to Project Manager for corrective actions if project is deemed behind schedule, slippages or overspends budget and provide assistance in the preparation of budget estimates, work progress and reports on tracking of cost to determine cost-effectiveness of project plans.

8.       Assist in the selection of subcontractor and once approved, oversee workers in the implementation up to the completion of specific pieces of the project scope, i.e. painting, chemical cleaning, plumbing and other associated scope of work.

9.       Interpret and explain plans and contract terms to supervisory staffs, work groups, and or subcontractors.

10.    Provide assistance to obtain all necessary work permits, worker’s passes and required construction methodologies.

11.    Handles department on-boarding and induction relevant to procedures, guidelines, policies, etc.

12.    Investigate damage, accidents, or delays at construction sites, to ensure that proper procedures are being carried out.

13.    Confer with supervisory staffs, subcontractors and design professionals to discuss and resolve matters pertaining to work procedures, complaints, and construction problems. Develop and implement appropriate quality control programs and take actions to deal with the results of delays, bad weather, or emergencies at work places.

SECONDARY DUTIES AND RESPONSIBILITIES:

1.       Complies with the highest level of health, safety and zero accident during all stages of project execution and pro-active with safety groups and subcontractors to promote safe and hazardous free work within the designated area of work.

2.       Complies with all statutory requirements connected with the implementation of project.

3.       Ensures the proper closeout of project including transmittal of final documentation to client.

4.       Support and assist staff to the job with skills training programs (if requires), with the aim of increasing worker skills and personnel development.

WORK EXPERIENCE:

With 10 to 15 years significant construction experience in the field of oil and gas industry or petro-chemical plants, with background in construction management/supervision for the past 5 years.

 

Has been responsible for major industrial construction of EPC projects.
Possess competence in project/ Construction Management skills covering especially ISO 9001:2008 Quality Management System, Planning & Control of Work Phases and optimum utilization of Project Resources (Manpower, Equipment and Materials).

 

With knowledge of Saudi Aramco Engineering Standards & Procedures, Industry Codes, Standards and Practices and other codes use in the project, excellent technical background and skills in industrial environment.

 

Middle East experience is considered essential.
